Cilley walks chamber through legislative process

Article Date: Friday, August 1, 2008ROCHESTER — State Sen. Jackie Cilley explained how a bill becomes a law Thursday in hopes of empowering local officials unaccustomed to the ways of the State House.
The Barrington Democrat walked the Greater Chamber of Commerce's governmental affairs council through just about every step of the process, from getting in touch with legislators to understanding the nuances of committees of conference.
Committee of Conference? That's when House and Senate members, after seeing legislation in their respective chambers, try to reconcile parts of a bill and strike a compromise.
Interestingly, Cilley said, legislative leaders can "yank" conference chairs from the process if they "balk" at a preferred outcome.
